Solid Waste Director - Vermillion, SD

Salary Range: $60,000 - $65,000 annually

Performs administrative and field work for all operations of the Vermillion Solid Waste department and Curbside Recycling Collection program.  Also works with the City of Yankton, Yankton County and Clay County to oversee and coordinate a Joint Powers Solid Waste Program.    


Works under policy guidance and direction set by the City Manager.    Directs and manages the landfill, recycling center, and curbside collection personnel. 

ESSENTIAL DUTIES:   (Any one position may not include all of the duties listed, nor do the listed examples include all duties that may be found in a position of this class) 

  • Assure compliance with local, state, and federal solid waste regulations, timetables, and guidelines.
  • Develop and maintain a positive working relationship with state and federal regulating agencies.
  • Research, prepare and submit applications for grant and loan funding. 
  • Prepare and manage the annual budget for the Solid Waste Department and Curbside Recycling Collection Program.
  • Direct, recruit, and evaluate personnel.
  • Train personnel in the safe and efficient use of materials and equipment and operating procedures.
  • Serve as the staff liaison to the Joint Powers Solid Waste Advisory Board. (The Joint Powers Solid Waste Advisory Board serves Clay County, Yankton County, the City of Yankton and City of Vermillion)
  • Establish and maintain market contacts and facilitate market development for the sale of recyclable materials.
  • With assistance from the City Engineer, develop bid specifications, prepare project estimates and purchase equipment and materials used in the Solid Waste Department.
  • Maintain a short and long-term capital improvement, equipment replacement and maintenance plan for all operations.
  • Attend City Council meetings, County Commission meetings, Joint Powers Advisory Board meetings and prepare presentations as necessary.
  • Assist with field operations in the absence of employees as needed. 
  • Investigate complaints relative to the Solid Waste Department operations and initiate appropriate action to resolve the issue.
  • Develop and maintain a recycling and environmental sustainability program for all City facilities.
  • Seek out new and expand existing solid waste, recycling and sustainability programs.
  • Ensure an open line of communication with the public; develop and distribute announcements, education and marketing material.
  • Perform other duties as may be assigned by the City Manager.


  • Knowledge of the materials, equipment, methods and practices essential to the operations and maintenance of a South Dakota licensed Type IIA Landfill, recycling center, and curbside recycling collection program.  Familiarity with equipment within the Solid Waste system.
  • Must have knowledge of materials to be recycled, storage of non-recyclable and hazardous materials, and all laws applied to these materials.
  • Must have the ability to plan and effectuate assigned work programs.
  • Considerable knowledge of computers, office software, and accounting programs for landfill operations and recyclable materials received and sold.
  • Must have the ability to communicate effectively and clearly, both verbally and in writing.
  • Must have the ability to maintain effective working relationships with employees, elected officials, the general public, consulting engineers, and regulating agencies. 

Experience in the operation of solid waste facilities and programs.  Must possess a bachelors or associates degree plus a minimum of five years experience in solid waste operations or related field.  Experience as a director or supervisor is required.  An equivalent combination of experience and education sufficient for the operations of the department are acceptable.  SWANA certification is also highly desirable.

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.  While performing the duties of this job, the employee is occasionally exposed to vehicle traffic, equipment operation and outside weather conditions.  The noise level in the office environment is usually quiet, while the field and warehouse environment may be loud.
