Sign Retroreflectivity Management

To specify the management method used to maintain sign retroreflectivity at or above minimum levels required by the Manual on Uniform Traffic Control Devices (MUTCD), 2009 ed.  

An assessment or management method for maintaining sign retroreflectivity is required by MUTCD in section 2A.08: “Maintaining Minimum Retroreflectivity.” The South Dakota Department of Transportation (SDDOT) is required to comply with MUTCD under SDCL 31-28-11.

Municipal Wayfinding Sign Program

To establish methods, procedures and guidelines for cities and towns adopting a guide sign program (wayfinding program) on conventional state highways within their limits.


Community wayfinding signs are part of a coordinated and continuous sign system used to direct tourists and other road users to key civic, cultural, visitor and recreational attractions in a town, city, local urbanized or downtown area. Communities must have an approved wayfinding program in order to install wayfinding signs on state highways.


When they are located along state-owned highways inside city limits, these signs must operate in conjunction with South Dakota Department of Transportation (SDDOT) regulations for guide signs on conventional state highways. Conventional highways are highways that are not expressways or Interstate mainline, ramps or crossroads at the interchanges.


In turn, state law requires department regulations to comply with the Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD), the national standards for signs on roads used by the public. The 2009 edition of the MUTCD includes a new section, 2D.50, “Community Wayfinding Signs.” This policy is based on this new section.
