Identity Theft and Municipal Utilities

The Fair and Accurate Credit Transactions Act of 2003 (FACTA)1, requires all municipalities that operate utilities to have an Identity Theft Prevention Program by November 1, 2008.  However, completing a well thought-out program a month or so beyond the deadline is more important than adopting a pro-forma plan “for the books.”
